پژوهش حاضر با استفاده از روش پژوهش کیفی در صدد ارائه نظریه سیاستی جمهوری اسلامی ایران در قبال فضای مجازی بوده و روش گردآوری اطلاعات، کتابخانه‌ای و مصاحبه و روش تجزیه و تحلیل داده‌ها سندپژوهی، تحلیل مضمون و روش داده‌بنیاد است.

با استخراج مقوله‌ها و مسائل سیاستی، بخشی از آن‌ها با توجه به دلالت‌های قواعد فقهی، اندیشه رهبر انقلاب اسلامی و احکام قوانین برنامه‌های توسعه، به عنوان مؤلفه‌های نظریه سیاستی تشریح شد.
